The "Rose Bud" Program is designed to encourage participation of those too young to be full members of an OCR Chapter. They should be the relatives of OCR chapter members or the sponsoring SCV camp.  

Each chapter has its own age rules for full membership. Some allow Junior members to pay no or reduced local dues and no state dues. These could also be Rose Buds (girls) or Thorns (boys). Eligibility for the Rose Bud program terminates at the age of 18.

The Rose Bud Program itself carries no state dues, and no voting privileges. Each chapter may make a charge to cover any expenses. Certificates will be designed and issued by the chapters.

Chapters are encouraged to plan activities for their Rose Buds and Thorns. These may be to include them in events or plan a special party or outing every year. (Click here to see suggested ideas for Rosebuds and Thorns)
